I'm trying to learn to set the cars up myself and I've found a lot of info online, but there's one thing I can't find. Can someone provide me with some information on the splitter and wing? Specifically, what am I changing? (angle up or down?). What effects do those changes make? It seems like they would be downforce/areo changes, but I keep getting the opposite results I expect, so I'd like to better understand what they do.

well on the wing the higer the angle the slower you go on the straightaways but you get more downforce causing you to turn better. Like on shorttracks you would want the wing as hig as it would go. However, if you turn the wing all the way down it will cause you to run faster in the straightaways however you lose downforce which means the car will push.
The same concept is used for the splitter. I hope i helped you out.

Yea it keeps the rear end of the car down, (Rear Downforce), which keeps the rear down in the turns, keeping it tighter. Because obviously a loose car is when the rear wants to turn out.
but the higher the wing (as virtualfootball9 said) decreases straightaway speeds because the higher it is the more air flow its 'disrupting', causing the car to slow down. Kinda like when you drive fast with your windows down. lol
