Splitter / Wing help

Sorry, I posted this in the setups section, I think that may have been the wrong place, so I'm reposting here.

I'm trying to learn to set the cars up myself and I've found a lot of info online, but there's one thing I can't find. Can someone provide me with some information on the splitter and wing? Specifically, what am I changing? (angle up or down?). What effects do those changes make? It seems like they would be downforce/areo changes, but I keep getting the opposite results I expect, so I'd like to better understand what they do.

But just to let you know

splltter-The higher it is the looser the car but if its too low the car will bottom out
Rear Wing-The lower the wing the looser the rear end is.But creates more downforce
