What i used to do was use an Atlanta one, practice of course, because the gears may be different and it wont handle perfect...
But i always start with an Atlanta Setup since the tracks are pretty similar.

A lot of guys I was playin with yesterday took their Vegas or Atlanta set ups and messed with them a bit (gearing) and got a bit more grip. Trick is to learn how to actually race At Texas. You have to play with the accelerator in the turns so you dont loose too much speed and keep your times up.

I used have a huge problem with Turn 3.. Getting in I found that the car was extremly tight. A lot of it had to do with how I entered the corner. Turn 3 is not like turn 1. In turn 1 you can sail the car into the corner. In turn 3 you can't do that. Ease the car into the corner.
Once you can learn to do that work on a setup that will loosen the car up. Start with getting the ride height up so under carrage doesn't bottom out. Change the springs so they loosen the car in the entry. Get a bigger sway bar in the front. Make some camber and caster changes. Put some toe out in the car.
There are a lot things you need change. I would be happy to take a race session with any of you to work on your setups. The only way we can do that is if you have a micro phone.
I am still learning myself but I can help get it turning a little better.
The other thing is Just2Fresh is right about starting with an Atlanta setup. That is a good place to start. I wish I had a setup I could give you guys. But that one I have is not great yet. Besides that I will be working on Pheonix COT all this week.

Texas COT No Basic- never touch the basic. Splitter-6.00 Tape-50% Rear Wing 5 Suspension Front Left 1 9 600 4.5 Rear Left 4 4 250 6.145 10.250 Front Right 9 6 1500 5.855 Rear Left 9 4 375 7.500 14.250 Front Sway-1 7/8 Rear Sway-0 Tires Front Left 22.0 4.7 -2.0 Rear Left 24.0 1.8 Front Right 42.5 -3.1 6.0 Rear Right 42.5 -1.8 Weight Distribution Wedge-47.3 Front Bias-51.5 Left Bias-54.2 Drivetrain Differential Ratio-3.33:1 1st-2.27/7.56 2nd-1.78/5.93 3rd-1.28/4.26 4th-1.04/3.47 Brake Bias-67.0:33.0 Brake Pressure-90% Steering Trim-3.5 Steering Lock-12.0
Remember this track is not Atlanta, so dont even try to drive it like Atlanta. Going into turns 1-2 let of the trottle about half way until the cars sets into the corner then give it the gas. In 3-4 start the backstrecth up high next to the wall then bout halfway switch to the bottom and let off the gas on turn 3 all the way, then when the car sets pull the trottle in all the way you should turn 29.5-30.0 second laps
